Participatory budgeting is a form of direct participation in the political life of the city .
Participation can be understood on a territorial basis (considering the different municipal districts), or on a thematic basis (considering the different professions and different sectors of production).

In Italy participatory budgeting has taken root in the late 90s and especially in the center of our peninsula. For

Pier Paolo Fanesi (Head of the participatory policies City of Groton)

Fanesi is the author of a thesis on participatory budgeting and its skills at the service of the Marche town of Groton, unique in Italy for this model of municipal management.
Groton, a town of 15,000 inhabitants, known as participatory budgeting since 1994, when the civil list "Solidarity and Participation" began his successful experience in government that lasts, now, for three terms.

The first problem is that local institutions of communication: able to gather the attention of the city, already distracted by the chaos of advertising and media bombardment to which is subjected to.
